Dangerous goods

For railway companies, that deal with the transport of dangerous goods, Directive 2008/68 / EC of 24 September 2008 was issued, the text of which was fully implemented in Italy by Legislative Decree No. 35 of 27 January 2010, subject to DM of the Ministry of Infrastructure and Transport of 22/05/2018.

In addition, on November 27, 2009, Directive 2009/149 / EC was issued, which amends Directive 2004/49 / EC and introduces, among other things, the common safety indicators relating to dangerous goods.

Railway Undertakings carrying dangerous goods must apply the monitoring methods described in the Common Safety Methods (CSM), taking responsibility for safe operation. In order to fulfill this responsibility, a Safety Management System (SMS) must be established.

The SGS guarantees that the RU has considered all the risks associated with carrying out its business, describing in particular the division of responsibilities within its organization. Fundamental requirement of the SMS is the adoption of procedures and methods for the determination and analysis of risks, for this purpose the Reg. 402/2013 of the European Commission of 30 April 2013 identifies the Common Safety Method to be applied to each modification of the railway system, considered relevant for safety purposes.

The correct processing of the SMS and the control of all risks associated with its activity, allows the RU to be the holder of the safety certificate, necessary to access the railway infrastructure.

ISARail carries out the independent assessment of the correct application of the risk management procedure (Reg. 402/2013) and the completeness of the SMS. The in-depth knowledge of the relevant regulatory field and of the techniques used to carry out the risk analysis has allowed ISARail to gain experience in the sector, evaluating the SGS of the major infrastructure managers and multiple railway companies.
